Though I don't think its consistent with ZUN's artwork, that's an excellent contrast of her stock pose if the artist wants to go this route with her fishy bits.
It's pretty self-explanatory. It says that since she has a fish tail, she can't move her tail vertically, and the iconic mermaid pose should involve twisting her leg.
