Maybe she used to or would have but ambition, some underlying narcissism, vanity, and the corrupting nature of the life fibers (more than half of the shit that's got started in this story was started because of that) got in the way of that. I mean think about it, instead of take the shot at redemption and forgiveness that was offered (Ryuuko has pure heart of gold and offering what she's offered is beyond admiral), which would have made her live with the mistakes she's made and the lives she's shattered, ergo living with her crimes, on top of admitting defeat, she chose to kill herself and deny them in death.
Sure, she could have chose to take redemption and forgiveness in the form of her daughter, who offered it despite the hell and desiring revenge all because of her, over death but maybe it could be possible that death was her redemption, seeing as she seemed to know or otherwise think she was long past any foreseeable point, thus she chose death, preferring it to be a much more fitting fate, rather than to live and face her mistakes and the aftermath thereof, knowing she can't (and won't), showing she retained enough of her humanity to know that much. Sure, for being the evil nazi she-demon straight out of hell that she was, she didn't deserve to die on her own terms and should have been made to live with the sins she's committed or what Ryuuko's offered, which is something you tend not to find a lot of in a lot of people, especially if their parents abused them. To a degree, that is the effect of her abuse, is when the abused forgives the one that abused them (that is, when they do that fairly quickly), showing how deep the mental scars were.
Going along with the above, be noted, we didn't dive that much into her character besides her motives and what she did, along with bits and pieces there.
Either way, I love this pic but I do feel sad, knowing this is what could have been, rather than what should have been.
