    Your argument would probably work better if it wasn't a Bald Eagle, which is native to North America.

    Mexico's Eagle is a Golden Eagle.

    Bald Eagle is just America, though. The others are different kinds of eagle.

    Also, falconry is a great analogy for an aircraft carrier now that I think about it.

    Well okay you all win. I knew the Eagle was a Bald Eagle. Though still prove my point. A lot of countries have A Eagle as a national bird.

    Which makes this image [and especially the choice of the AMERICAN bald eagle] rather odd, as Japan isn't one of them.

    Yep, aircraft carrier's operation, the difference is that falconry operates raptors centuries before the Navy carriers

    Falconry was most popular in Victorian England, before 18th century rifles made hunting more fun. It became somewhat popular again in North America until the outbreak of WWII.

    So yeah, Allied carries using birds of prey would be pretty cool.

    Well have to keep in mind. Most people in Japan cannot tell the difference between one bird over the other. After all they mistake Ravens as Crows. Though they are in the same family. They are different.

    So to see an artist using a Bald Eagle is easy to understand. As typically when people think Eagle. Always think of the Bald Eagle. Unless we are talking about nations that have AN Eagle as a National Bird can say there are different species.

    Or the artist just thought the bald eagle was the coolest looking one and wanted to draw it. Not everything needs to have subtleties and undertones.
