Wasn't she already a goddess or something, being deified but human at the same time?
You could say she was born a goddess who otherwise lived the life of a human and who was not able to really use her powers until she came to Gensokyo. Kanako and Suwako put her under their protection with the ornaments. With this event, Sanae basically gave up her humanity to ascend to full fledged godhood by consuming an offering literally to the gods. Also, by 'giving up her humanity', she became as much of a non-human as anyone else who really ascends to something more, like a hermit or magician youkai.
