As far as we've seen, Shimakaze's only even talked to Satsuki once, and they're treated as being on totally different levels, and in totally different worlds. It seems like she's ready to kill herself in her commitment to a girl she hardly even knows.
It might be a general loyalty part of her personality, or maybe she feels guilty that she wasn't able to rescue Satsuki earlier. It does seem a bit out of nowhere though.

I'd say it's probably plot compression. We're supposed to assume there was some behind the scenes FRIENDSHIP going on.
I think it's less about Satsuki, and more about how powerless she was at the time... Satsuki has become, to Shimakaze, a symbol of her own shortcomings...
nope... it'd just reflect to her "IJN shimakaze" Honor, Loyalty, and Courage to the death. thats why IJN shimakaze didn't run and fight to last when outnumbered.
in short, debt eye pays with eye, blood pays in blood. that's makes her really want to help satsuki.

We only SAW them talking, interact so little. But they could actually be close friends. Can't judge everything with what we know if what we know isn't everything there is.
