I already called this one on the last NoH image a few days ago, but NoH is going to be clinging to Seaport Hime and shout out "Papa!" when Flan next visits. (Since the "Hime Sisters" look so similar...)
What or who is Reppu? Seen this name referenced in several pictures, but no explanation given.
Hoppo represents the Alaska Islands campaign (Operation AL).
It was a mostly forgotten campaign, as it occurred at the same time as the far more famous Midway. One famous consequence of the fighting, however, was that the Americans actually recovered a mostly-intact newer model Zero fighter. (Normally, they disintegrated into fireballs at the touch of a twig, so no plane survived to be reverse-engineered. The one in Alaska survived because it wasn't shot down by another plane, but by a simple rifle from the ground as the plane was strafing survivors of a sinking ship in the water.) Reverse-engineering the aircraft finally gave the Allies information on how Japanese superiority aircraft could maneuver the way they did. (They were ultra-light because they had aluminum foil for "armor" and absolutely none of the most basic of safety equipment, leading directly to the extreme pilot casualty rates and the rapid decay in Japanese pilot quality.)
Hence, Hoppo is seen constantly playing around with her "borrowed" Reppu.

For the in-game reason, probably because of Akagi's secretary line. Reppu (and Ryuusei) is used after Midway where Akagi is sunk, so she didn't know them. One of the her often quoted lines.
