Context: Remi's yukata is very traditional, reaching down to her ankles and covering everything, while Flan's yukata has added frills and seems deliberately designed to be short enough that she can wear a miniskirt and thighhighs with it.

It's not that big a deal, though, and neither of these girls are Japanese in the first place, so Remi is just jealous that she didn't think of it.
