I like the idea of a non-human Admiral. In fact, in my own little fan fiction, I have an Admiral that actually fights alongside the girls.

But it's not "Dragon God" since the "Jin" here means inhabitant/people.

I'm pretty sure it's just one of the artist original characters turned into an admiral. If you go to page 2 on the artist page there's the same girl as an original character.
