So I'm going through this guy's stuff, and like, yo, are we sure this is the Admiral?
Of course, I'm making a megalohuge assumption here getting it into my head that all this guy's comics take place in the same continuity, but if that assumption's correct, this guy seems like he could be a different dude altogether. The Admiral, the dude who appears in the longer comics - though he's got his hair parted similarly, it's a lot straighter than the hair this dude's got.
A better argument than that - check out this dude's shoulders. I don't know a lot about Japanese ranks, but I can tell from this comic - and the other comic with Shiranui, the one with the uber dap - that one flower on the shoulder is less than three.
...Also this comic straight up calls him an ensign which in retrospect probably should've been my first clue, but there you go.
