This admiral is apparently bankrolling "The Route of Kings".

All the Akatsukis and Kongous have rings, plus he promised one to Nagatsuki, and he's also apparently bought one for Goya so far. When talking about Nagatsuki, he also said she was "Closest to marriage", so he's probably just straight-up marrying everyone who reaches L99.

4-3 is a good place too, I grind my shigure about a day and a half from 98 - 99 there

4-3 is way better for light cruisers and destroyers.
