That's Mutsuki. The equipment on her back is Mutsuki's and Kisaragi's.
How can you tell the equipment apart? That looks like the same mast and smokestack the Akatsuki-class has, and it looks the same as the mast and smokestack Ushio has in this picture.

I just had to go look at the game's sprites as well as other official art to make sure I wasn't imagining things, but I was right, the Akatsukis don't even have a mast in their design.
And in any case the very first thing Atago is saying is Mutsuki's name.
Well, I try to identify by the way the artist has previously drawn characters, since there's a few characters whose hair is drawn like this by this artist. (Including Wakaba, as well.) Artists don't draw things exactly the way that the official dictates (especially if you're looking at details like glasses on Kirishima or something) so official art is only half-helpful.
Hence, the gear doesn't tell me much, since this artist draws the 7th Des Div's gear exactly the same way. (I can't see any Ikazuki-with-gear images by this artist, though, so I'm not sure that carries over...)
The sleeves are definitely wrong, but I don't remember enough about the -tsukis to immediately associate a puffy short sleeve with them.

Like Lynx said, Akatsuki class does not have the mast. And their exhaust funnel (is that what you call it?) is different. Akatsuki class also have a shield-like thing on both sides and all of them have an anchor.

It's like how layman can't understand how someone can describe subtle differences between tank or gun variants along with exceptions and even production batches
