What if female admirals wear it? Does it still up their manliness stat? What about shipgirls? I think it should be general badassery.

It could be a more general attraction stat, but it kind of depends. Some female admirals do go for a pretty "manly" look and charm their shipgirls that way. Sakurako, however, wears an admiral uniform with pants all the time, and still manages to definitely not be the one wearing pants in all her relationships.

Cloak Peaked Cap of Charisma +4

Commissar's Hat is +5.

Admiral Hat (M) have different stats to Admiral Hat (F)
