Well it is almost the international signal flag set...... but just looking at it... things like "S" .... should be engines going astern.. but it looks like... well......... going to the bathroom.... and "F" should be "disabled, communicate with me" and here it appears to be "email please" be interesting to see the rest...

Seems like the artist got mixed up on W and X
D and J is probably better switched. Compass means navigation difficulties, but the evil cat means keep clear. :P
