That's Takao's picture, the room is Takao's office, so even though we don't know how old this Shitty Admiral is, it's safe to assume that he didn't have Hyuuga as his secretary at any point in time.

From what I seen, some people depict level 1 ship girl as a small child. As they level up, they grow up to their ideal size. I did seen one with Kaga as an example, but I don't know which post it is. But there is one for Nagato like post #1646575 when she is level one.

With the new Shino comic out, I think it's safe to assume that the Shitty admiral was at least possibly acquainted with Hyuuga and chances are that she was his secretary ship. He arrived right after Houshou left as secretary ship and Takao was still young, so someone had to be the secretary ship until Takao has grown and underwent Hyuuga's training. But another being the secretary ship may also be possible.
