Yeah, but how historically accurate was the original Ushio that painted her turret and cannon pink and had a bunny face with a big flower sticker on it? Or for that matter, the whole serafuku thing based upon the American WW2 naval uniform. Or the scaredy-cat personality or the "ushi oppai" or the whole "warships as cute girls" thing.
Liberties were taken to make them all cute/sexy/stylish/whatever, so it just seems odd that they'd go against that effort in their Kai Ni.

Wasn't the IJN arranged along the lines of the Imperial German Navy, uniforms included? The scaredy cat personality is a representation of the ship's wartime and post war experiences (or so I believe) given that she was the sole survivor of not just Ayanami subclass but the Fubuki class as a whole and then she got nuked at Bikini.
I agree somewhat though with what you say, but disagree too with regards to the turret change. I think that the AA gun suits her K2 form more because it represents the gradual move away (within the game) from DDs as mainly offencive platforms with a bit of defence capability to a more rounded fleet support vessel that can fulfil both attack and defence as necessary. That said, it should be a pink bunny AA gun to replace the pink bunny turret she landed to equip it.

Err... your history is a bit off...
Hibiki also was a Fubuki survivor, and Ushio was not nuked, she was simply decommissioned and scrapped by the US.
I also think her personality is meant as a combination of contrast with Akebono, as well as just what would fit the "ushi oppai" joke they wanted to sneak on her. Her war record is actually somewhere between the 'rescue destroyers' Ikazuchi, Inazuma, and Hamakaze, and the 'sole survivors' of Yukikaze, and Shigure that could also tow several comrades back with her. If you can find a logical through-line of personalities with those war records, you're doing better than I am. I don't think there's anything to it but what the artist designing the character wanted at the time, and if you look, the 7th DesDiv was clearly designed to have complementing personalities more than what matched their war records, except in Akebono's notable case.
