But actually, I saw a fanart (on Pixiv I believe?) of Shigure wearing the scarf to match Yuudachi.

Shigure got an early present from Yuudachi, which is a matching scarf with her. Then, the admiral leave the-Yuudachi-like creature go on with Shigure while she plays the role of Santa. In the sack are presents for everyone and one of those is new torpedo for Yuudachi.

Since the Christmas Event, and it went away when the Christmas Event was over. Just like the special swimsuit outfits the 7th Des Div have now are Summer-only.
