On Z3 it's definitely Shiranui's red ribbon. Z1 wears Shiratsuyu-class uniform, but there's nothing to distinguish who she's cosplaying.
I'm guessing Shigure. This artist has done Mogami with that uniform before and thing that links all of them is the use of the 'boku' pronoun and generally talking like little boys.
