It is always the Admiral whose wallet gets damaged in Kancolle, unless you are named Nenohi at that other base...

Was there really a surplus Kaga, really? Because somehow I get the feeling this supposed 'surplus' was more like 'anything in there without someones name specifically written on it'.

Anything that isn't nailed down is counted as a surplus.
