There is an official manga which handle that aspect of KanColle. The name is "The Perched Naval Base", if you want to give it a look. The mains are Suzuya and Kumano.

Those fairy-chans returns! (If a flashback counts for that)

What about TTKs? A male Admiral is one thing, but what about female, e.g. the one Goya was sent to? Are they retired kanmusu? What is the explanation for them being able to see fairies as well?

Maybe they has the ability to see the fairies, but not suited to become a Shipgirl?

適性 is 'aptitude', i.e. they have the ability to become a shipgirl - not that they will be one. I went with fitness 'cause it sounded better. So it's quite possible that the female admiral could have become a shipgirl, but didn't for whatever reason.

You may want to check out Fantasy KanColle Manga. In it, the shipgirls all naturally have the personalities you know and love from before becoming a shipgirl, and are attuned to just one set of equipment, which possesses the spirit of their ship, and transforms them Magical Girl-style. They don't get a personality downloaded, although they can see some memories from the equipment, itself.

In that doujin, all the ship's equipment is just sitting around in a shrine, and they have to find girls that match the equipment. (The setup of the stories is fairly magical girl, as well. Each girl has some sort of problem at school or with their friends that causes them to be a loner for a while, and they get infected with abyssals. Fubuki or Inazuma or someone has to Defeat Means Friendship them, and then they get their gear and turn shipgirl.)
