I think it's more related to her spell-cards, which, as I recall, are largely weather-related. I'd have to go back and check, though. It's been a while.

Well, yes. There just happens to be a reason the response was phrased like that. The comment here isn't denying Koga Mizuk the person's power works outside the U.S., it's just making a callback to the meme.
