It's rare that a kid acts like that just naturally.

Who knows, maybe Akebono is an orphan or pulled out of her broken home to go to the Navy, and she's embittered by the life she led up to that point...

In any event, she's clearly someone who hasn't had any positive relationship with anyone before.

And when she deals with others, like Ushio or Asashio later on, she acts exactly like Takao acted with her in this moment. Only way she knows how to be caring... :P
