The only thing to make this feels (somehow) better is hoping the admiral in the picture isn't the previous admiral, since he's too busy doing his own paperwork, and this admiral's hair is hidden by the hat. Also, the previous admiral stops when Ushio is trembling from her memories triggered by thunderstrike, he's not someone that see Ushio like that.

Hmmm, from what I understand, あれ functions like "that" in Japanese, as in referring to a third party, be it a person, an event, a thing etc. But if I'm not wrong, if this Admiral treats Ushio as a person instead of a thing, he should have used "彼女は私のもの" instead, even if "私のもの" itself suggests that his relationship with Ushio may be quite twisted.
As far as I've seen, if a Himura doujin is not comedic, chances are it will be quite dark. I for one will not assume that this Admiral has the best of intentions for Ushio.

I second this. The one taking sneak pictures was dealt with in the last panel in post #1906959. The student was captured either because he was the photographer or just because he dared to approach Ushio.
