Yuubari and Yuudachi were the only ones he constructed. 'Bono and Murakumo (and presumably, Nui-Nui) were drops, so they don't count against his luck. (EVERYONE gets DD drops in common areas.) Yuubari and Yuudachi are rare constructs, so provided he didn't spend overmuch on them (as though he'd learn to moderate...) then he's still showing above-average luck.

well if he dont expect yuubari, means he constructed her on 30/30/30/30 resources which is the minimal amount to build ships. thats considered lucky bastard because yuubari is special light cruiser with 4 slot equipments at remodel lv 25, not even ppl can get her with the real recipe to get rare light cruiser if they arent lucky. the others are common though

back to the manga, it seems like Suzuya felt a lot more rival coming to Admiral

Exactly. Using the 30/30/30/30 recipe and getting Yuubari and Yuudachi is pretty lucky in my standard.
