Does this merit a Plasma-chan? She's pissed off but not quite ready to kill somebody (yet).

Plazma-chan seems to be more the evil psycho Inazuma rather than the strict or angry Inazuma.
But that's just my opinion.

This Admiral's strategy for new maps seems to be sending a bunch of destroyers as scouts.

...which is a good strategy in-game if you're not reading a walkthrough a wiki. Might as well keep costs low while getting intel.

some ppl reported using Destroyers like hibiki,yukikaze can boost chance on rare Battleship recipe rate via normal construction(not enough samples to actually verify this, i only found about few ppl to actually try this)

i used Hibiki kai as FlagShip(Secretary) HQ 55 on recipe 600/999/700/60 for 2 times
1st > 5hours (hope so much for nagamon) = Mutsu GET :')

Well, at least that's supposed to be the "scientifically-derived" answer, but the probabilities are so low people probably are putting whatever ships they feel would improve their odds as secretary ships anyway.

Secretary ships do in fact have an influence on your construction. Secretary ships give a small boost to their class when constructing, it's pretty small but significant enough to not be random.
