It depend on their home base. For example, Yokosuka's crew are mainly gathered from the Kanto and northern region, while Kure is from Shikoku and regions around the Seto inland sea. Naturally the personnel would be from same cultural background. But since the ships can reassigned to different division, the crew became more mixed.
