If you end a praise with a 'but', you end up making the person-in-question question the sincerity of the compliment.

But if you end a criticism with a 'but', the compliment that comes after has no effect.

Praise the lunch with the first, show appreciation of the effort and the love behind the effort.

Then, after a few moments, gently tease her by suggesting that he walk back to get it next time, since the lunch got scrambled. Then praise it again.

Actually I think the Admiral is completely innocent.
As stated in the first page of the chapter that the lunch was special, and he was clueless that the today lunch was unusually decorated so he simply reported how the center was smashed unaware it is was to be a nice heart.
Ignoring it, he does not understand Kaga reaction and also tells it was great.
