Anyone have more info on this? That second character is... confusing, but is it saying something like "Anazim Mikoto"? And if so, who the heck is that?

It's Misaka Mikoto, a major character of the To Aru Majutsu no Index, and the main character of the side story To Aru Kagaku no Railgun. It's a Japanese light-novel. In the story she is known as one of the most powerful special-power user who can generate enough electricity to form instant railgun with coins.
