No, she was being a good secretary and not badmouthing her boss to someone else. As Shitty Admiral says, the guy mismanaged his base, squandered resources, and mistreated his shipgirls. Houshou was amazing in being able to keep the fleet going and supplied despite his interference. He seemed to be the type to trot out excuses, such as the "they're carriers, they should be able to handle it (alone)".
