Rather than not reading the graphs properly, it seems as if the graphs were purposefully made to mislead people. As someone taking data courses, if he were in the class this admiral would probably get himself socked in the head with an atlas for all the terrible, terrible things he's doing here.

Deceptive, though it is, the maker does seem to be intentionally doing this for Tenryuu's sake, without actually changing the results. Just look at how happy she is.

The charts look like the way Tenryuu wants to think of herself; the actual numbers are the way she actually is.
