He has the "capability to open anything　and everything". Phrased similar (あらゆるも[ry]) to Flan's (to destroy absolutely anything and everything), Eirin's (to create any and every drug) and Yukari's (to manipulate any and every boundary).

So, yeah, broken. Things he can open include non-physical stuff like the minds and hearts of others (gee, wonder what would happen if he meets Koishi). The main weakness of his ability is that he can't closes what he opens (well, unless it's something simple, like a jar lid), and has a habit of activating subconsciously (which is why he's Casanova incarnate).

And well, he could in theory pull off tricks similar to Yukari (or Seiga), but since he can't close the portals he opens, they will start to backfire on him quickly.

Edit: Hmm... it's long overdue for him to start parodying that Commodore Perry scene from Zetsubou Sensei.
