Game balancing. And IIRC in history they are mostly used for patrol, recon and transport.

You know that float plane is the weakest plane in game even with elite unit, small plane count of it user is not helping either. How can give us a more combat potent floatplane can balance breaking

Because having a plane that can drop 2 tons of bombs at 5000m and having more firepower than Reppu is a no no.

Honestly though, unless we can convert H8K into H6K, Akitsushima and Taitei-chan will be completely useless.

If you read this, you will know that she's purposely designed to service the H6K and H8K flying boats- and even carry them out of the water.

Probably because of this photo. The IJN's original plan is to have a mobile seaplane facility that could maintain and resupply the H6K/H8K, so that they could bomb Pearl Harbor from the Marshall Islands, but it was impossible for Akitsushima to accommodate the large seaplane so they decided to install a 35-ton crane instead.

And by the way, according to the Japanese Wikipedia, during an attack in Rabaul, she was able to pull out the anchor-drop-water-drift stunt just like what happened in the Battleship Movie, so Akitsushima is really is something.

According to Wiki, they learned the "Akitsushima style battle manouver" from experiencing many air attack in Shortland and managed to find a pattern.
Then in Rabaul, they learned to sail in shallow water to avoid submarines.

Curious if this is just article vandalism, but the edit history said that the story is already there in late Febuary, before Akitsushima is added to the game.

Honestly, my only reason on getting Akitsushima is solely for the same purpose. That flying boat is pretty interesting, even if there's nothing much to it, I just feel like having one. Although I failed to get her in the end.

As mentioned by PETmegaman, if seaplanes can actually go as strong as the carrier planes, those aviation ships will truly shine and air superiority might be solved pretty much easily. Added with all that machine guns, it might be not as effective as fighters, but they might be able to help do some hits. And don't forget how most seaplanes contributes to the stats that involves view, like LoS, so if they really get buffed, it'd be like an all-purpose plane.

2-5's LoS problem is easily solved by two Zuiuns on two CAVs; add up bombers from the CVL (if you're doing 2DD+2CAV+CVL formation) and you have quite a formidable opening airstrike capable of killing a few enemy DDs. So they have potential, true.
