Well, Akitsushima did operate as the repair ship in place of Akashi following Operation Desecrate One. I was actually disappointed when the devs didn't sneak in a repair crane into her kai remodel.

She only needs to be the fleet's flagship to repair people. I sometimes put Akashi in Fleet #2 and have her repair the other girls while Ro-chan and the gang goes Orel cruising.
