If it's not a human or distinguishable look like monster girl and such, then there isn't any need to add the 1boy or 1girl tag.

Assuming that the artist was cognizant of an Alakazam's gender dimorphism this is a female Alakazam as its whiskers only reach down to its mid-section, a Male Alakazam has whiskers that stretch closer to their knees. However it's not clear if the artist knew/intended to display this since Alakazam gender moustache length is in the deep end of trivia. As it stands I see no reason to add tags based purely on speculation.
