    googles "Wakaba"

Oh, looks like the joke is about the yellow and green symbol here:

The Shoshinsha mark (初心者マーク?) or Wakaba mark (若葉マーク?), introduced in 1972, is a green and yellow V-shaped symbol that new Japanese drivers must display on their cars for one year. A driver must display this mark on the front and back of the car for one year after they obtain a standard driver's licence. This obligation is only for a standard license, not for motorcycles, large vehicles, special cars, etc. Drivers who consider themselves beginners may continue to display the sign, even after the period of a year.

Its official name is The Beginner Drivers' Sign (shoshin untensha hyōshiki). Conversely, the orange and yellow "Fukushi mark" or "Koreisha mark" denotes elderly drivers. Both marks are designed to warn other drivers that the marked driver is not very skilled, either due to inexperience or old age.

What made it worse is that sign was the in-thing to have among the tuner community in the Unites States many years back.

True evil lies in the stanced, flushed and tucked community though.

So it's the equivalent of the A we have in France(new drivers have to put a red A on white disk at the back of their car, but for three years) huh...
But then, I lack the knowledge about the Wakaba mark, so why is it also on Error Musume's hat? At first I thought the mark on the car was a reference to the Error Musume's logo.

Probably a reference to being a beginner, since she only appear in the tutorial.

I always did wonder why people call her Error Musume when she never really do anything to give you an error. The furthest of her evil power is controlling you and forcing you do all she tell you to.

She too may be a Wakaba. But the later one. The rebuilt Imperial Japanese Navy destroyer Nashi after being raised following the war to join the JMSDF as the destroyers Wakaba.
