Undoubtly a couple of new characters was the easiest way to make a decent continuation for the story, considering there's no canon left anymore. This way Ai will have a couple of friends to spend time with in a genuine Aria fashion.
Akari and Ai have been in a few supernatural adventures together, and I am not sure if Ai will have such adventures on her own. Ai won't be carrying the show I think, and that to me is the best way to not touch the supernatural aspects too much (given that Akari won't see Cait Sith any more if we go by the manga)

Well, Kozue Amano herself is making a couple of manga chapters that'll tie into the new OVA's, so if there is no canon left then they'll just make some.

Yeah, I actually read about that pretty much immediately after posting the comment here. It's jolly good and really boosts the expectations.
