No, a few of them talk, like Amatsukaze, Fubuki, Shimakaze for one panel. If they graduated from being chibi or puchi they probably speak

Urakaze can speak, but chooses not to in front of the Admiral... for obvious reasons.

It's possible they all can speak, but choose not to for some reason or another thinking that they're cuter if they don't.
