''You weren't listening'' is the right way to say it so that note is correct. Or it could be ''you didn't listen!?'' Both would be okay in this situation I guess.

Either way, I don't think they are accurate. It's kind of a culture thing. In America and most other countries, they stay quiet, listening to the talking person in respect for him/her while Japaneses would sometimes say "yes", "is that so", "I see", etc along with nods and such gestures while the other is talking to express that they are listening properly.
That's why there are many Manga showing a completely bored character saying "yeah, yeah" while the one talking doesn't seem to be upset about it.
Like here, it's the lack of gestures that Yuubari is yelling about, not the reaction to her line.
