Well, according to danbooru's wiki entry and kancolle's wikia, it's both Souryuu and Hiryuu.

And to be fair, Hiryuu *was* an altered design based off of Souryuu, so even if the Unryuu girls were based off Hiryuu solely, the trait would still be in there.

Let's put it this way: Unryuu-class are the lovechild of Souryuu and Hiryuu.

So, Katsuragi got her blue-ish hair from Souryuu, and Amagi got her brown-ish hair from Hiryuu,
...Then where does Unryuu got her white hair? //mindblown

I see them as cousins considering how Souryuu and Hiryuu aren't quite sister ships. Though I assuke that Katsuragi is a distant cousin considering how different she is from the rest.

My theory is that Katsuragi's differences in construction can be looked on as troubles experienced during her conception.
