I didn't think of Oboro as a character who could carry a story. Time to see how wrong I was.
I think it's more like nobody ever really tried. DesDiv7 isn't as popular as DesDiv6, and she doesn't have the glaringly obvious gimmicks of her sisters, and she's only technically put into DesDiv7 late, anyway, and has a lot of unimplemented Ayanami-classes between the likes of Akebono and herself.
Still, she's popular for a destroyer. The fate of Arare or Isonami are to be in "absolutely everyone" collections, and that's about it.
She always gave me the "tomboy into sports" impression as a contrast to Ushio, but since Akebono sort of stole that thunder in spite of being much less overtly tomboyish...
I suspect for many, Oboro is either "short-haired sister of Ushio/Akebono/Sazanami" or simply "the crab girl" ^^;;;

Well, "band-aid girl" is what I usually see along Crab girl. And the nickname Oboroken/OBroken or the recurrent "Oboro next MC" joke about the anime :3 But yeah, glad to see even she gets attention from authors!
Which, translated very loosely, is roughly a bunch of "OMGOMGOMGOMGOMGOMG" followed by "Fuck yeah swimsuits!!!", then making fun of Akebono's flat chest, then approval of Ushio's swimsuit, and finally "Wait, Oboro has boobs now?!"
