A sommelier is, essentially, a top-tier wine waiter at fancy restaurants; they have extensive knowledge on wine, and wine pairings, so a super-ability to judge wine (that's wine judges - who may also be sommelier).

The word in Japanese, however, is used for quite a few other things - I've seen Vegetable sommelier, Chocolate sommelier and even Manga sommelier. They borrowed the term to indicate someone with great knowledge and skill in a field (generally a consumptive one - you'd be unlikely to see a House sommelier, for example); particularily where it's 'matching' what they know with something else (hence why it's often seen in a food and drink context in Japan).

As this is not how we use the word in English (where is almost exclusively for wine, and wine alone), other words such as 'connoisseur', 'master' or 'expert' are more appropriate; many English-speakers people would be thrown by the concept of a 'Female Anatomy Sommelier' (though they could probably infer what it means).

Here, it's showing that the Admiral - due to his vast knowledge of girl's bodies - was able to tell that Mogamin was in fact, a girl.
