Yeah, neither Mad Father & Mermaid Swamp is really scary if you're looking for a scare. Though one of the most intriguing aspect of a RPG Horror Game imo is the story, and how they are told as an integral part of the game.

Pretty much. Those horror RPGs ain't that scary, most of the time. Story is much more important. Games like this can't really scare you this way - you observe your character from afar. You can see story/what happens better, but you can't jump in shoes of character like that. These games have to use good VN-level images to convey scares, music, and/or story. Most memorable games for me, in scary way, are:
1. The Witch's House. That's goddamn jumpscare galore, though. Bad ends EVERYWHERE. Witch's House does it in original way, though. You don't get splashed with ugly image, no. More like, SUDDEN CHASE SCENE. 2. Blank Dream. It's brand new Witch's House-like game. 3. Irisu Syndrome. Damn, this game is creepy! It's puzzle tetris-like game, but man, really creepy! 4. Fantasy Maiden's Odd Hideout. Ohh, this game is scary in a good way. No jumpscares. Just creepiness everywhere coming from good story. You feel that something is seriously wrong, you just don't know why. 5. Oni Asobi. It's quite interesting, because monster running after you is invisible. Have fun! And that hand scene, maaan... 6. Hello? Hell... o? Another jumpscare galore! 7. Paranoiac. You have to hide around whole house, to find that one ,,good" spot where monster doesn't find you. Every time you fail, you get jumpscare. Aaand you have to hide again... 8. The Crooked Man. It's not just ,,scary" game, it's very good example how horror RPG Maker games should look like. Good story, great characters, and memorable dialogues.
It's kinda sad how scariest games rely on jumpscares. We need more games like Fantasy Maiden's Odd Hideout. B'duh, well. Strongest part of those games is story. Without story, game quickly degrades into some E-grade bad slasher movie. Just try some indonesian RPG Maker games, those tends to be horrible.

I couldn't agree more. Two of my favorite RPG Horror games are Fantasy Maiden's Odd Hideout & Wadanohara and the Great Blue Sea, the way their story is handled is phenomenal; their story is comparable to Visual Novels (albeit much shorter), but with the gameplay of an RPG Horror game.
Yup, Wada is also my favorite - along with Grey Garden - but I wouldn't really describe this game as being ,,horror". True, there's some creepy parts, but not much. It's more like proper RPG game, it's much longer than most RPG Maker games out there. VN-like bits, and really good music helps too.
