    He's wearing an Imperial Japanese Navy officer summer white service uniform, which are what Kancolle admirals/commanders are usually depicted wearing while in uniform.

    The Omni Enforcer naval officer uniform in Gundam Seed is heavily based on the same, hence the resemblance.
