I'm actually more depressed that Kitakami isn't seen much lately in Kouji's works. This is a refreshing change.

Really, I want to know how did Ooi and this admiral met and how Ooi ended up liking him.

So this is that branch of the naval base daily life where Admibro commented on Ooi wishing if he'd had long hair back then.

Ooi being the first ship he encountered doesn't mean she's also the starter ship. Murakumo would likely be the first one to serve him.
That said, the reason why he didn't marry her yet might be because she's still Kitakami-sexual? If he wants to marry Ooi he'll have to marry Kitakami at the same time I guess.
Not that it's a problem if I can.

Actually a long time ago before kancolle officially released, hidden in the mists of time, ooi was the first flagship given to new players instead of the usual choose your Destroyer starter
