Wasn't she sunk during Operation Desecrate One? Sure, it was on 30 March, 1944, which was a little over one month before that date.

I believe they're just removed (sometimes referred to as struck) from the navy list.

Yeah, as far as I know sunken ships are generally struck from the register rather than decommissioned. And unsurprisingly, the IJN was often unwilling to officially admit that one of their ships has sunk, which in effect is what striking from the register means.
