I just realized something. Even though just about any Youkai might eat people, and several characters in EoSD openly want to eat the protagonists, Rumia is the only one that ever gets that distinction as a recurring trait. I wonder why.
She's the only one Akyuu actually describes as a human eater, and her dialogue with Reimu about eating humans sounds much more concrete than Meiling's or Patchouli's lines. Meiling is also described as someone very gentle, and has the meals provided by the SDM, so it would be unlikely to see her going out to kill and eat someone. Patchouli and magicians in general don't seem to have the need to eat, and Patchy herself almost doesn't come out from the library. Remilia and Flandre do eat blood-based stuff, but it's probably Sakuya that does the job, and they don't eat the whole stuff anyway. Besides, while i can see Remilia hunting for blood once in a while, Flandre can't take anything to feed on without obliterating it. In fact, seeing fanarts of Flandre destroying someone more or less unwillingly is not rare. As for the others, almost noone after EoSD talks about eating humans, and generally speaking, random feral youkai like Rumia or Mystia became really rare compared to the invasion of gods, hermits and religion-ish youkai like Nazrin, Kyouko, and Shou. SA and DDC have many youkai, but noone of them is known as human eater (maybe Yamame?). I hope ZUN plans to go back to youkai actually doing their nasty youkai stuff. Seija was a start.
Yamame is unlikely to be a maneater, I think, since she's depicted as having a friendly and easygoing personality in spite of her powers.
This. IIRC, she can't even remember the last time she used her ability on a human, and her first instinct upon seeing the protagonists is to invite them to a party.

From Symposium of Post-Mysticism:
Byakuren: Recently, I had to refuse some youkai from joining the temple... [...] Yamame, the earth spider I just mentioned, said her reason for joining was that "because the humans that come to the temple with their worries look delicious(*15)," and Orin said "because the temple has so many graves that it's corpse heaven." I had no choice but to refuse them, right? (laugh)
15: There is a point to her making humans ill before she eats them. Illnesses act as seasonings. Mental illnesses are spicy.
