Actually I get the feeling that he's not seriously romantically interested in any of them (at least it looks that way a lot of the time). The default marriage system is called "Marriage (Provisional)" for a reason.

In this continuity though, Marriage (Provisional) binds the ship girls' souls to the admiral, and the process is irreversible, so no matter his intentions, it's actually a more powerful ceremony than "real" marriage, at least according to Murakumo a while back.
