If I remember correctly this is created when Shoukaku's Kai-2 has been implemented.
You know, the catapult issues.

Read the parent post. Basically Shoukaku Kai Ni is implemented, but the artist or this base doesn't not have the prototype flight deck required for the remodeling. The other CV are trying to find ways to cheer her up.
