I mean, seriously, "hir"?
The creator refuses to say anything about it and says that "depends on the viewer". However, in-universe the characters look, talk and behave very boyish.
nothing boyish in lenen that isn't all over touhou for days. the nature of lenen makes it silly to support this choice; steven universe does this better.
creator's stated explanation is that you're supposed to liken these characters to what would normally be weird inhuman-looking forces of nature. now, it's pretty obvious what their (the creator's) real motive is...
although i'd like to point out that yabusame is totally koishi, and that the somewhat common koishi genderswap always made some weird kind of sense well before lenen existed
(i guess that makes tsubakura, who is definitely not a boy btw, satori (and a better shrine-maiden-like-person than reimu), which is cute)
