I think the fact she's the Secretary ship seems to keep her from doing missions, at least in Shino's mind. Plus, Shino really loves the destroyer squadron, the light cruisers. And Kongou along with Haruna.

I don't like yuri. I thought it was hilarious that this incompetent, but borderline predatory attempted to take Gensokyo by storm. Basically the only reason Shino's avatar worked was because she was an original character that got her ass kicked a lot.

That, and unlike most self-inserts, she wasn't treated like a Mary Sue adored by all, but as a freak who somehow managed to be a PC. Sort of like Reimu, but more prone to getting self-sabotaged.
