On the one hand, I'd want to protect her. On the other hand, the way she puts herself in danger all the time (innocently teasing Akagi, allowing her shipgirls to take advantage of her, going out into battle and being captured by Abyssal shipgirls) makes it impossible, short of locking her up.

She may have passed the academy to become an admiral, but she's also kind of stupid. Or at least possessed of extremely few survival instincts.
